Accountability and Open Government in Uruguay: the need for a Freedom of Information Law

Abstract


Development as freedom is possible only if an Open Government Policy and a Freedom of Information Law are in place. Uruguay Senate is discussing a draft that may become in the next law. This paper analyses the importance of Open Government to Uruguay’s development as well as the main features of the Uruguayan initiative. It provides a guide to the political economy of the process until November 2007. It concludes that there could be problems in law’s implementation and provides specific recommendations to address them.
